BoM Cost Limitations

Do the MicroMouse contests in the UK impose a limitation on the cost of the
Bill of Materials?  in Region 6 we have been limiting the students to a
US$500 cap on the cost of a rodent and it has been at this level for at
least 10 years.  I feel a significant design can easily be accomplished with
this level of funding.  There are students who wish to raise this limit up
to US$1,000.  Keep in mind this is just a roll up of the Bill of Materials,
not including development parts, pieces, tools, compilers, ...

I am very curious to know how you handle this issue across the pond?
