I like the "offset 3" idea.  How about this:

Hi Everyone,

        I can't fit 4 mazes into the space and still have the targets 8
cells from the start and a clear space between the separate mazes to allow
for mice overlapping the walls.

        Here is a proposition for a "standard" maze that will allow two mice
to run at the same time in the full 16 by 16 space. The maze is 23 cells
long and includes a wall-less square plus a small diagonal run for the
clever mice. 

        The numbers show the fastest course. The 0s show the barrier space
between the two mazes to stop mice from destroying each other. I think there
should be no walls in this area so that the first run up to cell 8 has to be
done on dead reckoning to challenge the fastest mice as much as possible.

        Cells from 6 to 23 can fit in my current 8 by 4 table-top maze so
all I will have to build is a small straight run for test purposes.

        Regarding the bump in the floor. I think that a piece of hardboard
painted black would be about the right thickness. A piece that fills cells
10,11 and 12 should stay in place and the edges that the mouse runs over can
be cut at 45 degrees to the walls to give maximum problems, especially in
cell 10 where there are no walls! This may make cell 10 impassable for
nearly all mice so please give your comments.

        Please tell me what needs to be added. I would like there to be
general agreement on the standard maze in plenty of time for people to
practice.

        On the subject of which run counts, I would think that it should be
the fastest run. This is a test of mouse dynamics not maze solving or
searching.
